Problem with fitting a safety chuck key switch is many lathes, mine included, has the motor running constantly. You disengage a mechanical clutch to stop the drive between turning operations. I've done some daft things in my life but formed the habit years ago of not leaving the key in the chuck.
Yep but if the chuck key safety cuts the power then won't even start to motor so clutch won't matter.
Are you familiar with the regulations and how they should be interpreted? At work we were debating whether safety interlocks must be fitted to vertical milling machine guards. As far as I'm aware, no decision was reached.

I would argue 90% of H&S is NOT ball cocks. Fully 100% of my other half's dad got squished in a H&S failure on a building site in the 80's. . . they got a payout from the main company, but only as they walked into court . . . not quite the same has having even 90% of him alive and well though . . .
There's is an awful lot of miss-naming, miss-application though. We have gained a nice shiny yellow hand rail along a pavement at work to prevent people leaping to their death off the 4" kerb into the odd bit of traffic, limited to 10mph . . . under the guise of H&S after a big boss from international upper levels of the company mentioned something . . .
As for common sense - it never has been common. What is obvious to you, or me, as we know the job, the machine, or simply after 30yrs of the industry, isn't obvious the for 16yr old apprentice on his first day . . . or the bosses secretary walking through the works to find him . . .
As for you lot with the simply chuck key safety switches . . . I've got a spare key . . . or a bit of bent metal that fits . . . and your chuck key just departed the chuck on a trajectory towards the boss's kid on work experience . . .
We have the "near miss" reporting too - somewhere on high there's the idea to increase safety, we need to keep a constant look out - which is perfectly true and good. But then a certain number of reports was required to prove it was being done . . . and then it was linked to bonus - not enough reports, less bonus . . . so we get the problem "chair left in aisle" . . . solution "chair removed from aisle" . . . from a paper chaser office worker who gets the site bonus . . .
I have asked if a "near miss" is actually a hit . . .
On a serous note, with thousands of employees around the world, we do get the odd death due to someone ignoring safety procedures, or defeating safety guards/interlocks etc - funnily enough their family's probably don't think H&S is a waste of time . . .
There is always room for improvement, and hopefully your H&S people will work with you to do so - it does mean listening on both sides, and being prepared to learn and work out proper solutions, not just sigh "H&S gone mad . . ."
I'm saying that as a sigher of "H&S gone mad . . ." on occasion - but find an alternative, put it to them, work out the sensible solution.

Firstly an hse bod with that attitude is on a power trip and should be fired. A lathe with an interlock on the chuck guard wont normally turn with the guard open and therefore chuck key in.
An your drilling machine would not appear to meet modern standards with things like a safety stop, if the HSE man uses the words its too expensive he isnt really an hse man.
The correct approach would be to involve him or her in the process of equipment selection and subsequent operator training/ competency process, which your firm should have. Also RAMS for the associated tasks.
If they dont have such things Id be looking elsewhere!

As I tell my students, H&S isn’t an issue, poor H&S managers are. 99% of all “H&S gets in the way” I hear is down to one person out of their comfort zone making decisions they’re not fit to

Environment is part of safety in my old world…but fair point….I bet he isn't a HSE man at all, just a H&S man

So when someone refers to HSE I expect a government bod.

what annoys me is all these inspectors have there own take on safety and it isnt standard each have there own idea what to implement so every year inspections and reports are diffrent
An Old H&S manager pointed out that driving was the most dangerous part of our work. The really dangerous High Voltage and High Current stuff was interlocked and rotating machines had guards and interlocks.
He did always stress his job was to make sure we all went home to our families in one piece. A sensible approach to H&S
