Cast collar

I was thinking of making up some bollards and found these cast collars, but it says not suitable for welding? Any recommendations on how I would fix them to the steel tube they are designed to fit?

One or the other is a load of bollards.

It is not clear from the picture if the collar is solid on the inside, or if it has a hollow where the outside has a bump. If it is solid, you could drill and tap the post and use 3 No. pointed grub screws to pin it into place (but the collar would have to be reasonably close to the end of the tube so you could get the allen key on and turn it).

Cast steel should weld ok, cast iron is something different and will give an aero chocolate appearance if using mig or a mild steel electrode, although you could weld either with a copper nickel (monel) electrode.

If they are "cast" I'd braze them with oxy propane.

I think the 'non weldable' status of every part linked to a weldable system is the point really

If you could weld the non-weldable collar how would you do it? Would you fully weld around the top and bottom of the collar or would it just need a few beads holding it underneath to keep a cleaner finish on top, provided it's a tight fit on the post I suppose? Based on the fact that it's not structural and I can grind better than I can weld . A mechanical fixing might be a good idea as any visible welds will cause me years of tutting and head shaking as I do now every time I walk near my gates and railings lol.

A lot of Brundles bits and bobs for gates / railings are cast steel , it welds fine

If you leave the top open, water will enter. If you fully close the bottom, the water has no way to get out.
