I thought that BS but it still has th nail heads on , most made for shawls I've seen had the nails angled slightly out & were head less ( more usually though they had small cup hooks with the closed side facing outwards )
Initially I 'd tyepd .......it looks like a loom for making ball wool shawls out of , you do the crisscrosses five or six strands in each plane N to s and caddy corner criss crossing then sort of crochet a loop of wool at each intersection as well as on all the edges .
Though it could simply be to make a wire or nylon netting screen to stop pets getting past or a sturdy garden compost sieve that leans against a wall or sits over a barrow still needing the wires to remove any big lumps
Other things might be a scratcher for a plastered wall or a flat drying rack for onions or clothing that needs the wires /cords adding
