As above. Mate of mine picked it up and we have no idea what it is. The ends are different sizes and not sharp enough to be a carving tool... That's a mandolin behind it, not a guitar, just to avoid scale confusion...

The tool itself looks a bit like a ring tool, a medieval woodturning tool used by sado-masochistic woodturners for bowls, but the shaft is way too short - as is the handle.

That's what I thought, but it's not sharp like a chisel...

Spoon or bowl turning/gouging was my first thought, but the edge has never been sharpened and doesn't have an edge. Plus, as you say, the handle is too short for a lathe tool...

I had a very brief and very bloody attempt at spoon carving several years ago; bought myself a sloyd and a hook knife... within about 6.23secs I'd cut myself quite badly with the latter. I called it a day after that.

Still have them, I think the sloyd knife would be far more useful to me as a sgian dhu!

Stabilising handle for a nautical telescope? Turn of the 19th century judging by the construction and patina.

Quite rare, they were optional extras at the time and were soon superceded by the new-fangled bipods & tripods. Another case where newer isn't always better.
I had a look on google for an image to confirm it but the nearest I can find is called a "Selfie stick" - they serve a vaguely similar purpose so the original design has lasted well over a century. Impressive !
