It's worse that that - fuel filters need (are expected) to be changed as well.
Mate of mine runs heavy plant and a bit of that is "agriculture" but mostly falls under construction despite being on farms. He's expected to do all of this on his diggers whenever he changes jobs. Usually the farm provides the diesel so they're not going to be happy bunnies because the only way I see him being able to operate is providing the diesel and charging them. It's then up to them to claim the VAT back. Then he's got to have quite a lot of fuel bowsers for each job site he's at.
