i would use mig its easier to control the weld i think as long as you leave the area to cool enough between welds the glass should be ok

the windows are made from glass
the frames are steel probably galvanised probably from the 60s / 70s

hope the windows have a grill of some sort on them as you secure one weak spot it creates another ie a brick through the window.

could even weld c shaped bars to span the frame allowing the window to open a certain amount

If they were made in 1943 they are unlikely to be galvanised,just red oxided, galvanising was used later, for intrest, Crittalls from essex & hopes from birmingham were the largest manufacturers of steel sashes in the country[eventually amalganating] untill fairly recently all the sections were rolled out in darlington[darlington & simpson rolling mills]alas now closed down the last time I was past there,Hopes had the largest galvanising tank in the country at wednesbury.There must be 10s of 1000s of public buildings & schools with them in.

originaly they were hopes windows a quite a large firm. my father worked for them for 30 years. one of there jobs was the post office tower in london. they did a lot of work in ici
then it was taken over by crittals then the firm rapped in 20 years ago
Just try welding them with minimal heat input; spread the heat out as much as possible. If the glass cracks then stop. Then think about alternatives.
If security is an issue and the thief/vandal has glass panes to go at, tacking the frames won't solve the problem. Either manufacture some permanent security bars or fit removable shutters.

Of course just welding the windows would be more secure, yeah sure a burglar could throw a brick and smash the window but then the burglar wants to open the window to gain access through the window opening without getting cut to shreads, so if you can weld/lock the frame the building is much more secure.
i recently had a job of adding window locks to steel framed pivoting windows to satisfy an insurance policy, I managed to bolt a simple push lock to the top edge of the window to prevent it from pivoting open in the usual manner.
Of course nothing is 100% secure but all these methods make it harder for the burglar, will slow them down and may force them to leave DNA should they cut themselve whilst climbing through a broken window.
So even though this is a welding forum i'd go with window locks!! (could weld the lock to the window frame! ;-) )
