Do we know the whole story . Could well be one of those wheel trims that are held on with the wheel nuts, may have been a numpty tyre fitter that put it on wrong and person needing to put air in the tyre had no tools/choice but to animal a hole in the trim. The thick plottens.

yeah like these wheel trims, they attach onto the four wheel nuts but there are 5 spokes to the wheels so you'd often see them fitted wrongly
