banded wheels hr or cr steel?

Years ago, I had banded wheels on my Series V Minx and I thought they were the biz.
I had 1.5" 'outset' bands put in by a good engineering shop in Goodmayes/Ilford (Barley Lane for anyone that knows the area). They balanced well and didn't give me any problems.

I had some wheels that had been rerimmed not banded.The centers had been cut out and rewelded to rims that were wider.I never used them but I'd imagine they would be safer than banded rims as long as the welds were good and they were centered correctly.

JayRS4 pointed to a thread on here, which points to a thread on Retro Rides, which itself has the official take. If I remember right from other discussions about this, the idea that they were illegal seems to have sprung from some magazine yrs back, never have been illegal as such. Hence the number of people who want "dish" using banded steels, and the places doing them.

The tyre thing Pedro mentioned is done for looks, it's known as "stretch". Here's some examples:
