Any thoughts on this in your garden when you arrive back home and find scaffolding resting on your fence? Who would be responsible if there's an accident?
This.i dont think its resting on the fence , think they have tied the fence in to the scaffold to stop it accidently being knocked over as the works commence.
Same clips as the kick board on the level above
Looks like pudlock clips as above, just to support the fence a tad.

most panels rattle when they dry out you just make wooden wedges and tap em in to stop itWhat stopped the fence rattling itself to bits before the scaffold went up ?
I wouldn't have batted an eyelid if I'd come home to find that.
