It's done by a government agency in Northern Ireland IIRC. There was fuss about the vehicle lifts being defective.
I'm a bit shocked that only £2.05 from each MOT goes to the government body, I would have thought that it would have been a lot more than that.

Rules for testing stations are different in Northern Ireland than in England - stricter on the kit used for testing.
In some respects the testing regime in NI is better than the UK.
