Collapsible trailer wheels

I've been given a pair of these. Anyone recognise what they might be from? Small but heavy duty by the look of them, much better than the usual pressed tin type. One has a seized brake but the other turns smoothly, so I'm halfway to them being usable.

Usually see those kind of constructions on the recovery dollies that collapse to fit in a car boot.

That’s the only application I can think of at the moment.

I have a colapsable bike trailer, the axle is in line with the wheel hub (hub has oversized box "hole" that slides over the end of the box axle and locks in place). Can find photos if needed?
Looking at yours, the axle will be above the top of the wheel, I can't visualise what the original trailer looked like. Makes no sense...

or recovery dollies, a sort of self assembly trailer you keep in a recovery truck to lift and tow a car with missing bits, like wheels or part of the suspension,

No suspension. I'm not likely to use them on the road, or at all, I loathe towing trailers. Tyre age? Yes. Condition: Lots of tread. Split rims too.
