No need to pull it off. Some clown will have put it down on cement. Nice epoxy is strong enough.

mixing render is not a good thing screwdriver
you have to get each mix the same colour per mix get it wrong and it really shows up
you can do it via large mixes by putting 2 coats on the wall
i wouldnt attempt it unless you can do a plaster float finish
theres no such thing as an all weather render
however the older methods is the better one to choose as well as knowing the sand thats is going to be used
colour of sand is just as important
thickness of coat is just as important too thin and first winter it comes straight back off

if its not walked on eg area the walk way stick it prob last years. when i moved in to my first house years ago wanted a quick job on a wall that was loose about 7 bricks in total all in one lump on the edge of a wall if went by it and cut the corner a bit a bit of clothing or bag would near tip it off and would been very heavy
down b and q gripfill for a quick job run it round but not to close to the edges as did not want it squeasing over all the bricks it done such a good job you could not see it and 15 years later we sold the house and was still stuck fast

Epoxy it is then. Sadly it is the edge of a step! I may need to revisit this if that fails. Luckily (!) he lives literally next door (I made a hole in the fence for the commute).
@gaz1 are you saying ALL of that sand has to come off? Eeek. It will get painted once done and no, I know for sure I can't float plaster. It is one of those trades you have to practice for years so that you can do it in minutes.
While you're here then, what's a good product to fill the gaps in the tiles for the patio? Some sort of exterior grout? I was going to fill it with kiln dried sand but he wants to powerwash it every so often for the "Miami Vice" look. Plus it took me ages to weed the damned thing.

depends on how thick of a layer you want or better known as a frost layer
too thin and the lot will peel off the first winter we get thats is if you do a thin layer over the top lot
if you can do a thicker layer you have more chance
depending on its thickness you can multi fill the cement thats missing to a level layer then another coat over the rest mixing all of the mixes the same colour to match all the way around

Just looks a cheap nasty product best of luck finding replacement epoxy seems the way forward,

The only thing I wanted on our extension was the same colour pointing! you can see day by day the progress
i really had a go at my nephew about his colour matching as it was really poor learnt him how to do it right through all of the mixes
to colour match is harder these are stone damage repairs caused by sand blasting expensive to replace the stone itself

i can mix via bucket to barrow and the big diesel cement mixers comes with age though and knowing your colours however reactolites are darker even i have to be careful with the colour myself

Any bigger bits i just get a brick layer, or pointer mostly its a job i truly dislike most of my bits like this are render repairs and matching can be a nightmare trying various sand mixes.

on top of that its time and customer liking as well ive had to do 10 colour mixes to even get close to the stone colour and you cant mix different colour pots either has to be same name pots on colour matching

a pressure washer will take it alll back out again is the problem and its known for damaging concrete when people stay in one place too long
having a spinner device spreads the jet better my advice is advice the owner

ive not found any thing better then cement for joints to resist jet washing i do a patio for the last few years jet wash let dry for a day go back put in the brush in power tap it down with a trowel so it tight and every year its the same yes some of the cement comes away as well as the cement old but im sure theres not much left of the resin stuff
