It is stamped sykes and has the number 4 on it and has a 1/2" square so i assume it goes on a wrench.

probably been hit with a hammer and the lugs have snapped off and someone has welded them back on

As said, A 'C' spanner to be used with a square drive extension etc, So that it is used like a "crow foot" spanner. The square dogs on the ends appear to be welded on.

the locking rings/nuts to hold bearings in position?

they're tapered, so as you tighten the nut/ring it pushes the bearing up along the taper, locking it in place on the shaft
