Nothing quicker and easier on reo than buying the looped tying wire pre made and one of those tools. No need for snips.

In addition a drill with a rod in the chuck and a hook bent into the free end of the rod works really well too if you keep an eye on what you are doing and dont put too many turns on for the continuous loop stuff.
