3m for performance and lifespan.
But, if it's for getting in awkward areas you are probably going to catch the disc on something and destroy it before its worn out so cheap will be best!
If it has a collet holder then a selection if carbide burrs might come in handy as well.
I’d been looking at the 3M Roloc stuff. They do a silicon carbide disc that looks like a scotch brite pad, are they any better than sanding discs for paint and rust removal?

What speed is this die grinder,might be too fast for some products
They are a surface prep disc, much tougher than scotch brite, good for raking off paint without clogging. Probably overkill for fine surface rust, a corse scotch is ok for that, good for regular rust, with heavy flaking rust they will flick the flakes off with some force and dont last as long so I would be using a carbide burr first to remove the flakes then use the prep disc.
I have got some lovely carbide burrs for 6mm collects. I will have a look later and see what brand they are you only need to buy them once as they last forever.
