i have no idea: a tool dealer had them on his stall - and at £7 i wasnt going to buy them on a whim!
the scale *seemed* to be very close to inches, and the end of the scale rod had a couple of notches of different widths that *could* have been for holding cable.

It was something from the depths of my small brain.

In Portsmouth dockyard there is a working rope walk, were ropes were and still are made.

They had something similar, to set the amount of yarns to make a twist to spin into a rope.

But as I said it is a old memory.
