Any sharp milling cutter will be fine.
Or saw disc in a dremel if you are doing them by hand.
Make sure it's fully cured, not fresh stuff. The dust burns pretty well also...
On tube, watch it is not under stress as it might try and stress relive itself when you cut through. If it's something important then try and find a bit of wood to use as a core, might be worth heatshrinking the outside and cutting through the lot if it's got a top coat finish
