It mentions max 10M head of water, I think that's only about 14 psi so it may not have the oomph for a tig torch and the hoses, my cooler makes about 50 - 70 psi to get a litre and a half per minute flow? WP18 torch, 25-foot hoses.

Something strange going on as well.
In the ad it states "CW3000 water chillers are equipped high speed fans inside, NOT able to control the water temperature"
Then why do they call it a cooler?

Depends on the level of control.
What they probably mean is you cannot adjust the temperature. It makes sense to me.
It will chill the water to a point and hold it at that. That’s not control. If the chilling is done by fans and exchangers alone then the ambient temp will make a difference to it but again it’s not control of the temperature.
