It looks like its for pressing a dimple, I have one somewhere, used to use it when making bespoke tanks for machinery, press a raised dimple then weld or solder a fitting on, the dimple reduces distortion.

I only know because I've got one kicking about that I've never used.Had a spate of broken in astras donkeys years ago at work so bought the tool, never had any more come in after that.
