Was given this today, the cable had broken inside so it was binned, new cable and it's mine now. 
At first glance it's some sort of drill thing with a bayonet shank but it's not.
The geared motor turns a crank which makes shaft in the centre of the bayonet reciprocate.
That's the back of the shaft, the C shaped bit is what moves and it's undercut (hard to see with the lighting) so clearly a tool is slid into the front and twisted to lock in place.
All the metal is stainless and the motor is held in with a big stiff circlip and a couple of viton O-rings. Presumably this means the whole thing (Cable was silicone and well sealed at each end) can go in an autoclave to be sterilized.
