I find anyone who says they can't work in metric or imperial a bit weird. They are all formed from base ten numbers (even the fractions) and you have ten digits on your two hands so you should be familiar with the concept.
Fractions are basic maths, nothing more. If you can read a clock with hands you understand half and quarter and the relationship between them so eighth and sixteenth is just a further iteration of the same thing.
The only block to understanding it is in person's willingness to think, is my opinion.

Always puts a smile on my face when sub divisions of our imperial measurements are mentioned amongst old boys, for thickness we have the rizla, fag packet, fingernail , hacksaw blade and midgies gonads , for liquid we have a drip, splash,dash , dribble and a few more .
