if you run dahua cameras (cheap new on ebay) then any old pc will run as the server/storage device
with them the computer doesn't have to encode the video stream, it's sent straight to the hard drive
(I'll be honest... I haven't looked into this to know the technicalities of it)
my cctv system running 8 x 3mp ip cameras uses about 2% cpu
there's a mountain of choices for IP CCTV software... I've heard really good things about blue iris... but all I want to do it record 24/7 and then play it back if I need to.. no need for anything else... smart pss (the free dahua software) does that great :-)
I have the 3pm ones because the 4pm ones were too expensive when I bought my cameras... but prices fall fast!
I can't say enough good things about IP cameras
you can power them with 12v (like old cameras) or if you buy a POE switch (basically a router that does power too) they can be powered over the same cable that is used for data
you can pick up a 48 port POE switch on ebay for £35ish - a switch which costs thousands is £35 because it's old tech and data centers etc. want newer faster kit
you can buy a reel of cable, a crimp tool for £10 and crims for pennies each, cables are easy to make up yourself - or if you don;t fancy it you can order them by length online
