Found this in a set of bits and bobs draws I bought its some sort of Mike no makers name just foreign 398?
So whats it for?
Any one want it?

I would say that is a micrometer for measuring wire gauge or sheet/flat bar thickness. Looks to have a 10tpi thread and 1-thou resolution.
