That seems cheap my local one is over 100 a hour and the bits I need aren't worth itMy fabricator can make stuff like that, he's £30 hr. I think he quoted me two hours to make a splined shaft. Never asked him for a quote for gears so not sure how that would compare.

I could cut the teeth but I would not fancy trying to cut that recessed hex. They look like they were produced by the sintering process.
but would u realy want to make 2 of them for someone unless they were like rocking horse poo and u were given a few hundred quid to make them .can think of better things to makeThe hex could be done with a vertical mill and the gear mounted horizontally on a rotary table/dividing head
