It has a lug on the back like other dial gauges, see pic. So kind of looks like it would be used in a similar manner to a DTI.I reckon it's very incomplete, being a part of a torque wrench testing unit (or similar).
It could possibly be a gauge for torque plus degree's as I see it goes to 180

Yes, noticed that after I looked again, seems weird there are no units on it. Will have to measure today and see if the movement corresponds.It's a 0-200 scale not 0-180 so still looks like it's measuring thousands of an inch
