I spent several decades setting up reports for exceptions & potential fraud.You could just find out if there have been reports of fraud? That article is 13yrs old so there's been ample time for people to have tried and failed to cheat. I've not heard of anything, you?
The one thing I read related to this was an instance where PV with a tracker was installed, legitimately, with a FIT. Took the owner lots of hassle to convince the electric company he wasn't fiddling the system as his output was significantly higher than their expectations, despite all being legit. There are so few tracked installations, their fraud capturing system wasn't set up to deal with it.
Once a pattern is identified it's easy to hilight it if it happens again in the future. It's not so easy to think of problems in advance so you can hilight them.
The trick is looking at a lot of customer information and deciding what is "normal" so you can investigate anything "not normal".
It can be fun if you like that sort of thing, and quite satisfying when you identify a big problem that nobody has noticed before.
One thing to be aware of, none of the companies I've worked for ever claimed to have a perfect system, all of them (even the ones that were open to discussing problems internally) had a policy of never publicising any faults they found in case it damaged the reputation of the company.
It could be that fraud is still happening but has not been identified, or it could be that it's been identified but not reported in the press.
