who pays for someone to gain access to the already installed lights and re-wire them as obviously IS needed for them to draw the quoted 24 watts. ?

The blame for incorrectly installing them lies with the installer so, if you fitted them yourself,
Sounds like you do.
The bulbs are within spec.
I'd guess you might have a case if you have advertising material claiming a 80% (or whatever) power saving and a set of end-user instructions that tell you to fit them without bypassing the ballast.
Even then, the marketing claims would need to be false/miss-leading, ie "direct diy replacement will save you 80% in electricity bills" rather than "uses 80% less the standard tube".
Probably worth a moan to cfs but I doubt they'll be sending you a sparky and a cherry picker..
Maybe wait until you need something else and use it to haggle out a discount?
