first the broken pieces are very small do you think it is possible to build the manifold up with weld and re machine if i fail to get a decent weld on the small pieces

Stainless brushes and solvents to get the surface clean. If it's gonna fight you due to having soaked up oil etc and or being cast badly from a secondary melt then NOTHING is gonna deal with that other than a die grinder to remove the crud that bubbles out when trying to weld it
Because sand blasting won't clean anything other than the surface but at the same time it's possible to embed bits of media into the soft aluminumOK why explain please i need all the help i can get hence asking the question LOL
Dont sand blast it makes welding horribleMight be worthwhile if you can manage it and it takes a weld... It's going to be a long day for you though...
Try solvent cleaning before sand blasting to draw muck out of it, you don't want to wear it down more than necessary in places that are sound...
