I was taught, as a general rule with DC arc to have the workpiece / earth lead positive and the rod negative.
On the basis that the workpiece, likely a big lump 'o metal, would require more' heat' than a little bit of wire (the electrode)
I've always done this for general usage (some specialist rods may specify a, particular + - polarity preference on the box of course)
