Window channel wheels - are they supposed to rotate?

I have door window judder on my recommissioning project. The rear of the door glass is mounted in the channel with 2 wheels which don't rotate as the glass goes up and down. Should the wheels rotate? I'm guessing it would be sensible if they did but I don't know how the system is supposed to operate.

Getting access to the wheels to un-seize might involve losing the adjustment of the glass which looks like a pain to set up again. So keen to know if they are indeed seized or if they are supposed to be like that.

Makes sense to me that they do. I'll pull the channel to get them out and un-seize them

Up & over garage doors use the same system. Fitting instructions for them say to grease the centre spindle but *not* to put grease on the outside of the wheel or on the track (or the wheel skids rather than rotates and it creates flat-spots)

These were a nightmare. The wheels were completely seized (and the carrier isn't designed to come apart which is why it is bent). It took a fair bit of force in the vice just to start wiggling them. Now they are free the wheels turn on the way up and down and the window works quietly and smoothly. I put them back in the window channel without any grease.
