It's a toast rack for machine made bread, the bar up the middle goes into the slot left by the mixing paddle.

It's a hula hoop or polo mint smasher. You put your polo on the sticky up pin bit, pull back the spring loaded plunger and let go, and hey presto your hole based confectionery or crip product is smashed to bits.
