At first I thought it looked like the bottom of a chopped-off railing complete with lead plug, but it also looks like it might be an old dredging bucket tooth that's been bodge-repaired with weld but finally fell out.

I thought about the bucket tooth, but they are normally pinned in place. The railing finial looks promising as the grooved end would hold it in the rail, either pressed in or lead filled. Possibly a bit on the thick side for a railing though.

Is it steel or cast iron? That may give a clue.
