I Second the gyro device for the second pic, but the holes on the periphery look like ones for vacuum operated gyros (Aircraft).
Could the first article be a centering device? Would the right half wobble if chucked and not be sitting central? Does the heavy Brass weight act to help centralise the shaft on the right?
