What's happened to this vice?

Browsing Trademe even though I'm skint, I came across this:

Very odd surface patina, almost looks like it's been shotblasted with too abrasive media? Handle has been overtightened too, and the jaws are flipped. A bit of a dog.

What do you make of it?

Just a bit rough for Record, they're usually quite smooth. Fortis are more common in this finish.

Back in the late 1960's a lot of Record vices were 'cloned' in India, using genuine Record items as patterns for sand casting, and were fairly rough.

Hmm. Looks like a textured paint to me or someone has blobbed artex on it...

Looks to me like it's been left outside for donkeys years rusting away then wire wheeled with the texture of the surface

It's dimpled on the surface of the jaws and the jaw fasteners.
