Its obviously brazing but why all the wires.....unless they are brazing two wires together

Brazing is about the only way of joining lots of thin wires, Tig might work but brazing gives a nice smooth join between the pieces.

Could be the manufacture of a large pitot static tube, used for isokinetic velocity measurements in ducts.

Two similar sized tubes are usually brazed together and then held in an outer protective case, can be up to 4m long.

I've dismantled a few scraps ones in the past to recover stainless steel

They look to be the job. I'd interpreted it as that square block positioning those two wires/rods in position whilst they are brazed together. Some type of arty/sculpture thing. Could be wrong though.

and whoever is doing it knows the scoreadding tacking the short bits of rod on to a new piece

Brazing, with an oxy-fuel torch, of some sort of arty item. Other closely spaced rods closer and further away from the camera have already been joined using the process. The brazing rod has brazing flux adhering to the outside. Hard to tell from the image what the finished product is likely to look like. Are there any other images?
