can any one suggest what tool or technique to use to smooth this down. the lacquer has come off the wheel and has ruined the alloy. im refurbing them but cant get into this area between the dish and spoke.

apart from sandblasting get some emerycloth or wet and dry. wrap it round a hacksaw blade and get rubbing
