Could it be something to do with cutting film negatives?

Venetian blind guillotine. The handle lifts up and rotates n slides along the built in spring loaded end stop.

It's a cutter for IKEA Venetion blinds, to cut the slats to length. Got another somewhere if you want one

They are actually very good. It also puts a curved edge on each slat

Unless I have a sudden rush of something to the brain, I will not be using it.

But it does have a good feel to it.
