What is this brass and steel tool

Left on my door step.

I am thinking it has something to do with removing primers from casings.

2. 1/2" 12 or 20 gauge cases possibly.......

And possibly re-priming on the other side where the handle is atm???

Primers are normally pushed out of their pocket, the nib on that doesn’t look long enough to me

Could it be for setting pop studs ?

That would explain what the dent in the handle is for

Popstuds I think. Unless it is shotgun cartridges which I doubt very much.
