The oetiker pliers are subtly different, so they don't cut into the ear on the clip. But in practice you can get away with pincers in a "pinch".
I picked up an old pair of knipex oetiker pliers years ago quite cheap that somebody was selling as carpenters tools.
For the op, I think you already have a dozen answers, but yes they are "o-clips", available with single or double ear (I prefer double as they are usually a lower profile). They have a clamping size range, but it is not vast so I recommend getting some either side of what you think you'll need.
