That's not oversized, it's built with expansion in mind for the future!

This would improve it from as it stands at the moment yes.
The higher up you bring them the stronger it will be.
The strongest design would be from the front of the top shelf to the front of the bottom shelf both sides vertical brace. For a welder and a few tools your bottom gusset idea will be sufficient.

I did not need to brace the top tray and its plenty strong enough. I can sit on it!!

Thanks. It was a bit of an excercise in set up to ensure it was perfectly square so the plate would fit!!
