welding bright steel

I am repairing a old sack barrow for my work, I needs a new axle and wheels. I told our parts guy what I wanted and he sourced it for me but have ended up with en16t for my axle. Im have two bits of box section which are bolted to the sack barrow, holes are drilled through bix section and axle will slide through and welded to box section, this weld is not structural, only to stop axle rotating and sliding sideways. Box is 3mm thick and axle is 16mm What is the best way of welding this, I have a 185a mig or buzxbox with 6013 rods?
Is this steel hard to drill. Need two holes at either end, 4mm holes for split pins or r clips to keep wheels on

I would go with a couple of good tacks in the end, that way you can get it off without too much hassle

i wouldn't bother fully welding it, waste of time and a pig to get off if needed. Just some healthy sized tack or 2 should do it. Id mig it personally but either will be fine

My sack barrow I welded a tube to the frame that the axle fits through. I put the axle through put a couple of washers on each end to act as spacers and then the wheels and drilled the ends to take a split pin with another washer behind it. Grease the axle before you put it through the tube and the wheel centres, the spacer washers stop sideways movement what does it matter if the axle spins ? The axle I used is a piece of conduit and it has carried slabs and cement bags no problem.
