Not much to visually inspect for wear. The wire liner in the cord to the torch, tips and shrouds can be worn, but those are service items. I suppose the danger in buying a second hand welder is the new buyer not having experienced the welder with all those parts new, so not realising they need replacing.
Main thing to check would be if anything has been abused. Maybe the tensioner on the rollers screwed all the way down to it's maximum adjustment, perhaps parts on the torch loose and rattly, or frayed cables. General condition will suggest how well the welder has been treated.
Make sure it works and can lay welds before you buy it. If it can't do that then it could have a circuit board failure - they can be as expensive as buying a new welder.
Those are just general secondhand MIG ideas. No idea whether the Lincoln has any special trouble spots.
