You'll need to ask for the highest grade and your right 12.9 is the highest
and thats whats on that website url i posted above.Grade 12.9 bolts are tightened with a torque wrench, right up to their 90% proof load. There is no other effective way to tighten a grade 12.9 bolt.
Grade 12.9 bolts do not work effectively with spring washers or shakeproof washers. These don't bite into the hardened surface of the bolt. There are only two ways of adding extra security to grade 12.9 bolts. Use Loctite on the threads or drill the heads and wire the bolts. It is possible to buy pre-drilled cap screws. Mating surfaces of a 12.9 bolted joint are not painted. For serious work, never re-use a fully tensioned 12.9 bolt.

But i think you'llstill get them cheaper if you bought them direct from the wholesalers
Take for example the four bolts advertised on ebay, well the four same sized bolts from the wholesalers is only 66p for 4, as opposed to £3.59 for 4 on ebay

I think the tensile strength material is too strong for rolling so i would assume they must be cut threads, you could ask when you order but to be honest i can't really see an issue with cut threads on a high tensile bolt

They'll be rolled. A 12.9 bolt ain't that strong in the theme of things for rolling, they're aged afterwards. You can get 14.9's too but they're usually special order.
I'd never use a torque wrench on a bearing cap tbh, might use it to seat them a couple of times to 20-30lbft just to burnish the threads and for initial torque, but I'd always angle tighten them after that personally.
