I’ve a leylandii row of trees to fell,want to replace them with a 2m high fence using 100 box posts that screw onto the stumps! I want to make short pedestals to keep the wooden parts up in fresh air,then also to be able to plumb the posts,stumps are mostly about 300mm diameter,I would like to fix to the remaining ones I chose which will be at 2-3m apart along the 15m row,these trees were topped 3 years ago and despite starting to self peel their bark , are secure. Is the fence likely to remain stable for the next 30 years say,or will the stumps rapidly rot ,destabilising the fence?

They will last a while but as the roots rot will become loose, as quick as 5 years depending if theres fungus already established and peeling bark suggests it. Any visible white mycelium?
I felled some big leylandii in 2023 and last year dug out all the roots to level garden, suprised how rotten they were but it made the job a lot easier.
It will look awful.
Hire stump grinder for a day and do properly. Then you have choice of concrete posts if you want it to last longest. Or just postmix for fixing.
Second longest is to char/creosote the posts perhaps with a met post in the ground.
Treated wood these days is all fast grown and doesnt last well anyway.

if they are recently topped you can use them for fencing but once the roots rot away the trunk will blow over in winds
connifers are bad enough already as all they are is a ball root and high winds can bring them down
if you have a wood stove and they are dried out enough they will burn well as starters for wood stoves and garden wood heaters

On the basis of having done a lot of that sort of work many years ago, you'd be best off using a winch and a a bit of educated digging.
Establish an anchor point appropriate for all of the subjects, then work from one end of the row to the other, digging on the winching side of the line, cutting roots with an axe BEFORE applying any load.
Roots in compression, you will not cut.
Out,they will come, and with much less mess than using a stump grinder.
Stump grinders exist to make fat lazy sods feel big and feel clever while dressing up.....
Get sweating !

I have to agree with that, winching would give a more complete removal but I've not done it, I dont have a winch. I've dug and smashed out plenty of small ones 6-8".
If your winching, leave them high for extra leverage.
Stump grinders rarely go more than 8-12" deep. They have a place for garden trees and where theres nothing to anchor. Tip sites dont like taking root balls so for domestic or commercial work its better to chip it with a stump grinder, most is then back filled into the hole and the rest goes with the wood chip. There not too expensive to hire.
