They mean new build trailers, not second hand ones. It's just extending the legislation that already applies to kit cars etc, into the world of trailers.
At least through the IVA they have created a way for "new homebuilt trailers" to be legitimately tested and approved. Just think it could have been much worse, they could have said you can't make 'em yourself anymore!
