when it comes to towing and weights and other limits.....its all a "Grey Area"
there are too many rules these days...obviously to keep us on the safe side but it would be much easier if they were stated a bit clearer.
i would think both axels will have to be braked. we had a bale trailer on the farm that only had 1 set of rams on 1 axel and we had to buy a ram kit for the second axel couple of years ago to make it legal.we were told if theres 2 axels then both must be braked. and also it had a handbrake lever at the front so we cut it off. They say that if it is there then it Must work but if its not on the trailer then no one is worried

i wasnt thinking about it m8 i was just asking about them cause all i know about a trailer i hitch it to the van put the car on and drive i just fancey a go at building one ive built a single axel boat trailer b4 the person i did it for supplied the parts i just put it togeather i have no idea of the rules and regs regarding them

We popped the trailer on our corner weight scales to weigh it when it was finished, it came in a shade under 700kgs.
We used two 1300kg rated axles and a 2750kg rated tow hitch from peak trailers when we did this one.

750 kg unbraked also depends on the weight of the towing vehicle, it's not automatically legal. You can not exceed 50% of the kerb weight of the towing vehicle and it is dangerous to do so. 3/4 of a ton pushing something like a Corsa downhill would seriously test the brakes if you had to stop suddenly and it would lift the rear of the car off the road. There is no grey area on towing weights it's just that people tend to interpret them to suit their own ends.
Where can you buy the right angle drill bits, they look dead handy for tight corners and stuff

I have had 2 car transporters over the years, both were based on braked single wheel caravan chassis.
Not sure what the current regs are as it's been a few years since I needed to move cars.
Lessons learned -
Find a spare wheel asap. Fit commercial (6 ply?) tyres to all wheels before using it!
Make sure the brakes & reversing-brake mechanics work, your car can't stop the weight of it + you + trailer + the car on the trailer!
Single axle types can snake (scary stuff!) but are easily made if you have a suitable caravan. Cheaper to buy than twin axle.
Personally, I'd use lightweight metal where possible to keep the weight down, lower the trailer any way you can (even smaller wheels) to lower the center of gravity of the load.
#1 was a bare 18" chassis, all decking removed, chopped to fit (JUST!) inside a single garage with a car on it.
A long inverted U section welded on either side for the wheels to sit on, side rails to keep it on!
Heavy duty mesh between the rails, very useful for storing stuff below the car.
It worked very well but wanted to snake at higher speeds - even with a damper fitted. not good!
#2 was bought as just a stripped 20" caravan (plywood floor still fitted), I never used it to carry a car but previous owner (Pikey Jr?) had been using it for weighing-in scrap cars and it looked like it was up to the job.

Does the rule change only apply to new trailers built after next year?
Are pre-2012 trailers exempt?
The NTTA website isn't specific but I read it first time as "After 2012, any trailer (new OR OLD) will need a certificate before it can be sold"
It might be educational to read the actual proposal, rather than their interpretation of it.

Hopefully I'm mis-reading their wording
Maybe their members only handle new trailers so they don't feel the need to mentioned older ones?
