Trailer hitch gaiter replacement

The gaiter on my trailer perished, I've bought a replacement but I can't get the head off to fit the gaiter. I removed the one bolt that you can see but to the right of it is a funny looking second bolt which doesn't have a hex head to undo it. So confused! What am I missing here?

Looks like maybe it's got an anti tamper bolt in the forward hole. Does that black plastic looking cap come off?

Whatever it is it's going to need an angle grinder to come off. It could well be Anti tamper.

Cut them off or prise the end cap out
