Jeff,

.rar files are compressed archives (just like a .zip file except Winzip cannot open them - you need another program that can extract rar archives).

Winrar is the "main" app for working with .rar archives - however, it is commercial. (You can download a 40-day trail from http://www.win-rar.com/)

There are also plenty of free applications that can extract files from .rar files too:

and heres a great tig video from kemppi no less (of course) which shows tig welding is'nt all about neat filet welds. notice no filler wire and how he uses guides for his runs, a man after my own heart.
