Depends upon the plastic - super glue won't always stick to certain types of plastic.
In 3d printing, one usually heats the brass insert with a soldering iron as it is pushed into the plastic, creating a physical "lock', rather than using an adhesive.
Is it possible to abrade the outside of the brass sleeve to provide a "key" and use this method?

Neither. Use epoxy resin (JB Weld).
Resistance to torque is proportional to area of glue, so a longer insert will have more wetted area and can be tightened more before failure.

Threadlock doesn't like some types of plastic either - makes it brittle/fail.

You can buy a special primer that will "open" the surface on some difficult plastics and allow super glue to work.
But before you look it up I suggest making sure you are sitting down as the prices are a bit lively!
I've found epoxy can be quite good...works well if a little space is built in so it becomes a mechanical joint.
