PEN15 was on an american car parked in Kew bridge, it was there right through the 70's and the car was covered in DC comic characters, Batman, Superman etc etc

My brother had D15 COV, no prizes for guessing what it was on, he no longer has the motor but as far as i know he has kept the plate on retention.

A few local plates:

ET1 was donated to 'The people of Rotherham' in a will. When the Mayor tried to sell it for a few grand - even though it's been used on all Mayoral limousines for years - he was prevented by the courts.

Our local Mayor used to run around in a Daimler DS420 registered SDC 1M (for Stockton District Council I assume). In the 80s, perhaps due to Cleveland County Council pulling the strings the plate was transferred to the local Fire Brigade's Simon Snorkel, but now that Cleveland no longer exists and Stockton is apparently back in County Durham, the Mayor is once again riding around in SDC 1M - only it's not a Daimler these days, it's a Skoda
Still, at least Council Tax money's not being frittered away on un-necessary luxuries, eh...

It was back in the 70's, when I worked for Rotherham Social Services, that the then mayor was chauffeured around in an early Rolls Royce Silver Shadow 1. As a 'man of the people' he actually lived in a council house with the Rolls often parked out front. Over the decades the car has been replaced many times with a Rover, Jag, etc. and the last one I saw was a Ford of some type.

kinell park a rolls outside uur councill estates or any motor and it will get nicked scratched mirrors snapped and aerial bent just mention the postcode ts and the premium increases

My '76 Shadow 1 (final year before the introduction of the Shadow 2) is normally parked just outside my side fence in an otherwise small 'square' of council lockup garages as she's too long to fit inside the one I rent. She's been dumped on my niece's front garden on another council estate for several months waiting for me to finish the door rewiring and speaker replacements. Unfortunately she now needs the floor patching in the driver's footwell, just where all the major brake components are bolted. Yes, she's had 2 mascots stolen, but, despite living on a council estate in a disabled/OAP bungalow, the fully comprehensive insurance costs me under £200. It's about the same as for each of my '92 Rover convertible and '83 Dodge motorhome.

A Classic Rolls may not be as cheap to run as many other cars, but they can be cheaper to own!
